Validate a telemetry export endpoint.

/clusters/:id/telemetry-export/validate-endpoint

Checks an endpoint without saving, so the caller can offer feedback before committing. Changes nothing. Resolution happens again at publish time, since validating once is defeated by DNS rebinding.
